Chapter One


 

General Provisions


 

Article (1)

This By-Law defines the duties, powers, and working mechanisms of the President of the Advisory Council within the organizational structure of the Asian-African Parliamentary Council.


 

Article (2)

The President of the Advisory Council shall be appointed directly by the President of the Asian-African Parliamentary Council and shall exercise his/her duties in an official and consultative capacity within the approved frameworks.


 


 

Chapter Two


 

Duties and Powers


 

Article (3)

The President of the Advisory Council shall undertake the following responsibilities:

1. Permanent attendance alongside the President of the Council, Vice Presidents, and the Secretary-General at official meetings and conferences.

2. Attendance at all general sessions, private meetings, and regional and international conferences, including confidential meetings, as part of the Council’s Higher Advisory Body.

3. Submitting proposals and advice to the President, Vice Presidents, Secretary-General, and the Bureau on legislative and regulatory matters.

4. Expressing opinions and participating in discussions and decision-making concerning major issues, internal and external policies, and projects.

5. Presenting proposals regarding draft laws and legal documents submitted to the Council or the Bureau.

6. Coordinating the work of the Advisory Council and activating its role within the institutional structure.

7. Submitting periodic reports containing observations and recommendations to the President of the Asian-African Parliamentary Council.


 


 

Article (4) – Appointment of Assistant Advisors

1. The President of the Advisory Council may, upon appointment, select four (4) advisors to work under his/her supervision.

2. They shall be granted the title “Advisory Member” and shall operate under his/her direct responsibility.

3. The President shall convene a meeting with his/her team at least once every six (6) months, or whenever necessary, upon his/her own invitation or upon direction of the President of the Parliamentary Council.
