Study Summary

This study aims to analyze the role of the Asian-African Parliamentary Council in strengthening solidarity among Asian and African parliaments, serving as an institutional platform to enhance legislative and political cooperation in addressing transcontinental challenges such as conflicts, terrorism, natural disasters, humanitarian crises, and economic and environmental issues. The study employs a comparative analytical methodology to evaluate the effectiveness of the Council’s mechanisms in supporting regional stability, protecting human rights, and promoting sustainable development, while providing recommendations to deepen parliamentary cooperation among member states.

I. Theoretical Framework of Parliamentary Solidarity

1. Concept of Parliamentary Solidarity

Parliamentary solidarity within the Council refers to organized institutional cooperation among the legislative bodies of Asian and African countries, aiming to:
    •    Exchange legislative and technical expertise.
    •    Coordinate common policies on strategic issues.
    •    Strengthen dialogue and understanding among the peoples of both continents.

2. Legal and Political Basis

Parliamentary solidarity within the Council is founded on the following principles:
    •    Respect for the national sovereignty of each member state.
    •    Commitment to democracy and human rights.
    •    Cooperation in accordance with international law and the United Nations Charter.
    •    Ensuring equality and equity among Council members.

3. Parliamentary Diplomacy as a Reinforcing Tool

Parliamentary diplomacy of the Council serves as a parallel channel to executive diplomacy by:
    •    Mediating conflicts.

II. Shared Challenges in Asia and Africa

III. Mechanisms to Enhance Solidarity within the Asian-African Parliamentary Council

    2.    Harmonizing Legislative Frameworks
