Final Statement – Beirut Declaration
Preamble

We, the Speakers of Parliaments and Heads of Parliamentary Delegations participating in the First General Session of the Constituent Conference of the Asian–African Parliamentary Council, convened in the capital of the Lebanese Republic, Beirut, on 8 and 9 September 2025, at the gracious invitation of His Excellency Mr. Mohsen Al-Mandlawi, President of the Asian–African Constituent Council and First Deputy Speaker of the Iraqi Council of Representatives, in cooperation with the International Union of Asia and Africa Trade Unions, and after extensive discussions and in the firm belief in the relevance and importance of establishing the Asian–African Parliament, hereby declare the following:

First: Declaration of Establishment

We hereby declare the establishment of the Asian–African Parliamentary Council, endowed with its legal and juridical personality, under the official name mentioned above, as a permanent institutional framework for parliamentary cooperation between Asian and African states.

We affirm that the parliaments signing this declaration are considered founding members (as indicated in Annex No. 1).

We adopt the Statute of the Council, in its legal and regulatory form, as indicated in Annex No. 2.

Second: Objectives and Principles

The objectives set out in the Statute of the Council (Chapter III, Annex No. 2) constitute the agreed framework for the Council’s work, among which:

  • Strengthening parliamentary dialogue between Asia and Africa on the basis of mutual respect and national sovereignty.
  • Consolidating cooperation in the fields of economic, social, cultural, and scientific development.
  • Contributing actively to the establishment of international peace and security.
  • Working jointly toward building a fairer and more prosperous future for the peoples of the two continents.
  • Providing full support to the Palestinian cause and to the Palestinian people for the establishment of an independent Palestinian state with Jerusalem as its capital, ensuring the right of return for Palestinian refugees, and calling for an end to all forms of aggression and the ongoing war of extermination against the Palestinian people, particularly in the Gaza Strip.
  • Exerting every possible effort to enable the Lebanese Republic to exercise full and undiminished sovereignty over its territory and to safeguard its security and integrity from any aggression or violation of sovereignty by the Israeli occupation authorities.

Third: Decisions

  • Recognizing the Beirut meeting as the First General Conference of the Council and extending a message of thanks and appreciation to the Lebanese Parliament, represented by its Speaker, His Excellency Nabih Berri, for hosting and sponsoring the meeting.
  • Agreeing that His Excellency Mr. Mohsen Al-Mandlawi, First Deputy Speaker of the Iraqi Council of Representatives, shall assume the presidency of the Asian–African Parliamentary Council for its first term, accompanied by thanks and gratitude for his outstanding efforts during the founding phase.
  • Appointing His Excellency Mr. Sidny Soukhona, First Deputy Speaker of the Mauritanian National Assembly, as Vice President representing the African continent, and Mr. Saud Rashed Al-Hajilan, President of the International Union of Asia and Africa Trade Unions, as Vice President.
  • Approving the establishment of the General Secretariat in accordance with the provisions of the Statute (Annex No. 2) and endorsing the appointment of Mr. Fayez Al-Shawabkeh as Secretary-General of the Asian–African Parliamentary Council.
  • Designating Baghdad, Republic of Iraq, as the permanent headquarters of the Parliament, with the headquarters agreement to be signed later with the Iraqi government.
  • Approving the formation of an Executive Body for the Council in accordance with the Statute (Annex No. 2).

Fourth: Conclusion

The convening of this First General Conference marks a historic milestone in the course of parliamentary cooperation between our two continents and reaffirms our collective commitment to building a solid partnership based on mutual respect, and to strengthening joint action toward a fairer, safer, and more prosperous future for the peoples of Asia and Africa and their coming generations.
